Most are open & print, then fill out. Some can be filled out if using an application or browser that supports PDF editing.
No formal "Play-up" process exists for 14U to JV, this is only allowed under RMHSHL rules for 14U players that are age 14 or in 8th grade at the start of the season.
These players can practice and play games at BOTH levels IF approved for JV (i.e. new to skating/hockey 14YO players will likely not be approved to play JV).
